J&K notifies Private Universities Rules 2026, provides 25% reservation for domiciles

JAMMU — The Jammu and Kashmir Government has notified the Private Universities Rules, 2026, providing for streamlined approval procedures and 25 per cent reservation for J&K domiciles in admissions and employment, officials said.

Chief Minister Omar Abdullah congratulated Education Minister Shamim Fidrous on the notification, describing it as an important milestone in strengthening the higher education sector.

The new framework provides for effective regulatory oversight, stringent penalties for violations and measures to ensure transparency, accountability and academic standards, officials said.

The Chief Minister said the rules would facilitate the establishment of reputed national and international institutions in Jammu and Kashmir, attract institutional investment and expand educational and employment opportunities for local youth.

He said the initiative would also promote excellence in teaching, research and innovation across disciplines, including science, technology, engineering and mathematics (STEM), medicine, law, business studies and liberal arts.

The framework aims to improve access to quality higher education within the Union Territory and position Jammu and Kashmir as a competitive destination for higher learning and research. — (KIMS)
