SRINAGAR (KIMS) — Police on Monday registered five FIRs against several hotels, a homestay and houseboats in Srinagar for failing to comply with mandatory Form-C reporting norms under the Immigration & Foreigners Act.
Police said the violations were detected during routine checking of hotels, homestays and houseboats across the city.
In Rajbagh, Hotel Blossoms, Hotel Grand MS and Hotel Golden Forest had allowed foreign nationals to check in without submitting Form-C to the Foreigners Registration Office (FRO). FIR No. 65/2025 U/S 8 & 23-B of the Immigration & Foreigners Act has been registered at Police Station Rajbagh.
In Khanyar, Hotel Khyber at Khayam failed to produce proof of Form-C submission despite repeated instructions. FIR No. 57/2025 has been registered at Police Station Khanyar.
In Lal Bazar, IMY Home Stay at Nowabagh Bagwanpora, owned by Mohammad Aslam Baktoo, son of Late Habibullah Baktoo, had concealed the stay of an Israeli national, Starobinsky Lior, and failed to file mandatory online Form-C. FIR No. 60/2025 U/S 8 & 23(b) has been registered at Police Station Lal Bazar.
In Nishat, house owner Mohammad Ashraf Zargar, son of Mohammad Ramzan Zargar and resident of Vakeel Colony, Brein, was found in non-compliance with mandatory Form-C norms. FIR No. 101/2025 U/S 8-23(b) has been registered at Police Station Nishat.
In Ram Munshi Bagh, multiple houseboats — Floating Castle, owned by Farooq Ahmad Guroo, son of Late Gh Nabi Guroo of Ghat No. 15 Nehru Park and boarded by Ms. Lee Ya Hui of Taiwan; Best View, owned by Farooq Ahmad Kutroo, son of Ali Mohammad Kutroo of Ghat No. 09 Dal Lake and boarded by Mr. Maistruik Sergel of Russia; Crystal Palace, owned by Gh Hassan Karnai, son of Haji Gh Mohammad of Abi Karpora Dal Lake and boarded by Mr. Naum Silviu of Romania; and Lake Palace, owned by Mohammad Altaf Gunna, son of Habibullah Gunna of Abi Karpora Dal Lake and boarded by Mr. Eduardo Tejerina Gonzalee of Spain — were found violating mandatory Form-C reporting norms. FIR No. 94/2025 U/S 7, 14 and 16 of the Immigration & Foreigners Act has been registered at Police Station RM Bagh.
Police said further investigation is underway to uncover forward and backward linkages.
Srinagar Police reiterated that strict Form-C compliance is mandatory for all hotels, guest houses, homestays and houseboats hosting foreign nationals, warning that violations will invite legal action. — (KIMS)
